fixes an error in ReDeMPG, if an empty status file existed it inhibited the start of ReDeMPG

-fixes the problem of white spaces in the path to WinTVCap_GUI, which inhibited the starting of ReDeMPG
-therefor a new program part was added: ReDeMPG_Starter, it is always stored under C:\ and is the layer between the Windows task manager and ReDeMPG
