New GUI for WinTVCap

- fixed error on first startup when GBRecord was selected

The new version 3.0 of WinTVCap_GUI is now available. It supports new Java 6 features, so you have to use Java 6 to enable that functions. (WinTVCap_GUI will run with Java 5, but the new Java 6 features are not available then.)
Changelog:
- added splash screens for WinTVCap_GUI and the Tasklist (works only with Java 6, if only Java 5 is installed this function will not work)
- added system tray support for WinTVCap_GUI and ReDeMPG (works only with Java 6, if only Java 5 is installed this function will not work)
- rest time of parallel running recordings will be calculated when doing emergency reboot (so the recordings will run only the rest time after the reboot)
- fixed bug in emergency reboot function (in multi card environments the parallel running recordings weren't restarted after the reboot)
- sending computer to hibernate/standby over Windows start menu will be canceled by WinTVCap_GUI (but shutdown and reboot won't be canceled)
- new Icon for Tasklist
