nasa:

nasa
SHS:
It don't show on Xcard but was visible in WMP.
The clip look very good Detritus and dose show up it every 16 frames I see in Womble MPEG-VCR Editor you may want try what nasa said that pulsing could be come from anything.
Detritus:
Well, I have two computers, one with a Hauppauge WinTV card and one with the WinTV PVR 250. They are both on the same channels.
WinTV PVR 250 has that problem
WinTV does not..
So that suggests that the problem is in either the mpeg2 encoding or decoding..
SHS, since you said you could see it in the editor, that would suggest it is a problem with the encoding. What codec does your editor use to render mpeg2? And what exactly did the "pulse" look like when looking at it frame by frame? Was it on the I-Frame?
SHS:
The edit dosen't use and codec it pure mpeg edit.
No it was on the I-Frame it was ever 16 frames "pulse" look like contrast change kind look like AC Fan pulse
