One tuner not working

I'm not sure exactly how to test my PVr500 but in WinTV, Vista Media Center and GBPVR it appears only 1 tuner is working.  In Vista, MC only picks up 1 analog.  In GBPVR, recording only works on 1 tuner.  I've removed the item physically and replaced it, I've uninstalled and reinstalled drivers and device manager shows no problems.
Exactly how do I test this and what can be done?  I guess it's possible 1 tuner is dead but how can I be sure?

Well, it appears to be a problem with the card.  I replaced it with another one and it's working fine. Last 2 years so I guess I got my money out of it!
