Fast Forward and Fast Rewind buttons on remote don't work

When I press them the video stops and then can't be restarted. Nothing works. I have to press the Power button on the remote to shut it off -- then restart.

The Fast Forward and Fast Rewind buttons are called out on the illustration of the remote in the manual (Pg 17) but the functions are not mentioned anywhere in the text.

Any ideas on how to fix this?
